Jonathan Carpenter applied for the loan in 2020, five years after his electrical business closed, prosecutors said.
Jonathan Carpenter, 52, previously pleaded not guilty to a single count of theft of government money. But he changed his plea on Tuesday, the office of U.S. Attorney Leah B. Foley said in a statement.
