Restaurant terraces sit deserted, while souvenir, watersports and perfume vendors watch for the rare passerby. Across the water, Ain Dubai — the world’s tallest Ferris wheel — has stopped turning, and the Madame Tussauds wax museum below is drawing few visitors despite hefty discounts.
